Google PageRank-like algorithm dates back to 1941.
Since the 1940s, PageRank-like iterative algorithms have been used to rank industries, journals, and people. PhysOrg.com - When Sergey Brin and Larry Page developed their PageRank algorithm for ranking webpages in 1998, they certainly knew that the seeds of the algorithm had been sown long before that time, as is evident from their paper's' references. But the Google founders may not have known just how far back PageRank's' predecessors reach - nearly 70 years, according to Massimo Franceschet, who dug up a 1941 paper with a similar ranking method, as well as several other pre-Google papers with algorithms that show remarkable similarities to PageRank. Yet Brin and Page may have expected as much; after all, as Franceschet notes, the motto of Google Scholar is Stand" on the shoulders of giants."

For Google, Everything Is a Popularity Contest - The Atlantic. The Atlantic.
That ability to respond as if it knew what its users were thinking needed laid the foundation for Googles success. As the media scholar Siva Vaidhyanathan puts it in his book The Googlization of Everything, relevance became akin to value. But that value was always relative and contingent, in Vaidhyanathans words. That is, the actual relevance of a web page-whether or not it might best solve the problem or provide the information the user initially sought-became subordinated to the sense of initial delight and subsequent trust in Googles ability to deliver the right results. And those results are derived mostly from a series of recurrent popularity contests PageRank runs behind the scenes. Google Scholars idea of what makes a paper a classic turns out to be a lot like Googles idea of makes a website relevant.

This tactic had been used since the inception of the nofollow attribute, but may no longer be effective since Google announced that blocking PageRank transfer with nofollow does not redirect that PageRank to other links. Inside the Mind of PageRank Cairn International Edition.
5 But PageRank is primarily embedded in another research tradition that was destined for great success, scientometrics, which took shape with the Science Citation Index SCI founded in 1964 by Eugene Garfield, at the Institute of Scientific Information. Garfields project was to facilitate circulation within scientific content by encouraging movement from citation to citation, between scientific articles. Garfield, a freelance consultant in the field of documentation, launched several initiatives with the aim of producing a scientific citation index. The idea at the time was not to measure researchers reputation, but to mak e it possible for the conscientious scholar to be aware of criticisms of earlier papers Garfield, 1955, cited in Wouters, 2006: 14.
